Mike Holley
Mike Holley is HR&P’s dynamic founder and provides a strong guiding hand as President & CEO. He is no stranger to success and is well known in the Houston business community for his entrepreneurial skills as well as excelling in college athletics having played on the nationally ranked University of Houston football team during the late 1980’s. Mike is not the first athlete to parlay success on the football field to success in the business arena and he tempers his strong competitive drive with a sense of compassion and a desire to help others. One small example is during Hurricane Harvey, Mike was among those who voluntarily offered disaster relief payments to his employees who sustained significant personal loss as a result of the disaster. His willingness to give back to the community is no surprise to those who know him. He has worked with a host of non-profits over the last 25+ years. To name a few: Applause Children’s Theater, the H Association, Houston Athletic Foundation, Houston Touchdown Club, HLS&R, Cougar Pride, Houston Alumni Association (and many more). He has mentored hundreds of teenagers and young adults over the years ranging from University of Houston business school students, U of H athletes (all sports), and at the John Cooper School where he volunteered his time as the Varsity Offensive Line coach for several years.
Mike is obviously a strong supporter of the University of Houston and has been annually recognized for his achievements in the business sphere by repeatedly appearing in the “Cougar 100” list of the most successful firms led by UH alumni. Despite his long list of achievements and aside from his family, Mike is probably most proud of developing a business that provides a valuable service to its clients while working alongside the wonderful group of individuals that he has assembled to comprise the HR&P team.
Kevin Roblyer
Kevin Roblyer has 18 years of experience in the HR & Payroll industry and is another long-term member of the HR&P team who has been with the company since its inception. He leads the Client Relations Department which helps new clients with the onboarding process as well as responding to client account questions and concerns. Kevin serves as a liaison to all departments and helps coordinate the package of customized services for each individual account.
Kevin has a big heart for clients. Providing excellent customer service is his number one priority. He always has time to listen to client concerns and makes it a point to provide same-day service. His motto is, “What else can we do for the client to improve customer service?” Kevin has the distinction of having two sons play in the Little League World Series (LLWS) representing Pearland. One in 2010 and the other in 2014. Kevin was able to coach his youngest son all the way through the LLWS. Kevin is another member of our team that has volunteered a lot of his time at HLS&R. Kevin obtained his degree in Business Administration from Lamar University.
Kristen Reeves
As chief financial officer (CFO), Kristen Reeves is responsible for HR&P’s financial functions and services including accounting, audit, treasury, tax, and corporate finance. Kris is a certified public accountant in the state of Texas. Her career spans more than 25 years of varied experience in accounting, financial management, taxation and corporate financial strategy.
Kristen began her career in Big 4 public accounting at the accounting firms PricewaterhouseCoopers, L.L.P. and Arthur Andersen, LLP where she served clients in the international taxation practice. Prior to joining HRP, she held a variety of senior level financial positions with both public and privately held companies in the software and oil and gas industry. Her motto is to stay “solutions-focused” and she leverages her deep range of experience into working better and smarter for our clients. Kristen is a champion for autism advocacy and has worked in animal assisted therapy with her dog Bailey. She is also a traditional music enthusiast and enjoys playing Irish flute at various venues around Houston. Kristen earned a Bachelor of Business Administration in Accounting degree from Baylor University.
Tracy Davis
Tracy Davis brings 9 years of benefits administration and a passion for client service to her demanding role of leading HR&P’s largest department. She is responsible for directing and planning the day-to-day operations of group benefit programs including group health, dental, vision, life, short-term and long-term disability, flexible spending plans, HSA/HRA’s and 401(k). Tracy is also an excellent mentor devoted to helping her team excel. Another great quality displayed by Tracy is her willingness to put herself in the client’s shoes and really listen to their concerns. Tracy’s deep empathy for the client means that she will always assist when called upon and due to her leadership skills, this “can do” attitude is fostered with her team.
Benefits administration is perhaps the most complex and time-consuming area of HR that clients must endure. Tracy and her team of dedicated benefit administration professionals relieve clients of that burden and make it a point to stay abreast of ever-changing benefit regulations including the Affordable Care Act (ACA) and the host of legislation related to COVID-19. Tracy is an alumnus of the University of Houston. She is talented in the culinary arts and in her spare time engages in a variety of other creative pursuits including painting, crafting, and shopping for antiques.
Christopher Fisher
Christopher Fisher, a native Houstonian, has spent the past 20 years in regional sales management marketing process improvement products and human capital management solutions. He leverages his vast marketing acumen to better provide customized HR solutions so that the service experience is tailored to fit client needs and have the most impact on their business. He is also adept at forging strategic alliances and partnerships with professional groups, such as insurance agencies, that can add value to the client experience.
Chris does not believe in a “one size fits all” approach when it comes to developing a service plan for prospective clients. Rather, Chris engages the business as a consultant to help prospective clients find a service plan that best suits them. His professionalism and industry knowledge are also frequently called upon when he is a featured guest speaker at HR round tables and symposiums. Chris has been active with a variety of causes and is the past President of the St. Thomas High School Alumni Board. Chris is also a founding board member of Celtic Valor, a non-profit formed to honor a fallen friend, providing college scholarships to military veterans attending the University of St. Thomas in Houston, TX. Family is paramount to Chris as he spends as much time as his busy schedule permits with his lovely wife and energetic young daughter. Chris obtained his Bachelor’s Degree in Marketing from Texas A&M University.
Victor Gomez
Victor Gomez is a consummate Payroll Professional with 12 years of payroll processing experience and a background in Treasury and Banking. Victor is deeply familiar with providing customized payroll solutions tailored to fit each client’s particular payroll needs such as union payrolls, certified payrolls, complex payrolls requiring job costing and/or department allocations – just to name a few. Payroll processing is increasingly technology driven and Victor brings an impressive background ideally suiting him in assisting our clients with HRP Pro – our new state-of-the-art payroll processing system. He is a Certified Payroll Professional (CPP) and he has a B.B.A. degree in Computer Information Systems, graduating Magna Cum Laude from the University of Houston.
Victor has a “hands on” approach to management and leads his team in providing timely and accurate customer service as they process over one billion dollars in payroll annually. He is also of invaluable assistance in helping clients build and obtain the customized payroll reports that they demand and need including payroll data used for annual workers’ compensation audits and financial audits. Victor and his team of payroll professionals endeavor to exceed expectations and will go above and beyond to insure accurate and timely payroll processing. Victor has an impressive collection of science fiction and fantasy memorabilia. He is also dedicated to maintaining physical fitness and enjoys running, cycling and mountain biking.
John McKay
John McKay is an outstanding professional with 18 years of experience in operations and the PEO industry. As VP of Operations, John is responsible for the strategic direction of our operational departments, Payroll and Benefits Administration, in our fast-growing organization. Notable achievements include working with the technology design team and taking the lead role in mapping the operational processes and procedures for HRPpro – the cutting-edge technology platform designed specifically for the PEO industry. John McKay is a “hands on” leader providing daily support and guidance to our operational departments. He has been instrumental in developing a culture that embraces continuous improvement, is client focused, conducts business in the highest ethical manner and promotes behavior designed to enable each member of the Payroll and Benefits teams to achieve personal and professional satisfaction.
As VP of Operations, John takes an “ownership” role and is responsible for the delivery of outstanding client care in all aspects of operations. His strong sense of integrity is fundamental in ensuring that operational staff think and act in ways that put our clients first. John is ACA certified by the National Association of Health Underwriters and is licensed by the Texas Department of Insurance. He is a devoted fan of the Houston Rockets and can often be found at almost every home game during basketball season. John has been heavily involved in the youth ministry mentoring teenagers and teaching bible studies for 13+ years. John received his bachelor’s degree in Marketing from Stephen F. Austin State University.
Mandy Legnon
Mandy Legnon navigates the complex world of multi-state taxation for our clients. Mandy is an experienced payroll tax professional with a hands-on accounting and tax background across multiple industries. She leads her team in providing clients with federal, state and local payroll tax compliance services as well as overseeing the workflow, efficiency and accuracy of the Payroll Tax Department. Mandy also works closely with our technology partners to optimize our systems and tax service delivery. Mandy Legnon obtained her Master’s in Public Administration (MPA) from Louisiana State University and is a self-described “political junkie” with a Bachelor’s in Political Science from the University of Houston. Mandy is also a US Navy veteran that has retained her love of world travel and looks forward to traveling again when conditions permit.
William “Buck” Brewster
William “Buck” Brewster is at the pinnacle of the HR profession and is both a certified senior HR professional and former employment law attorney. He leads the HR Services Department which provides HR management advice and support to HR&P’s clients. Buck brings over 25 years’ experience in legal and HR management. During that time, he provided HR guidance for companies with a variety of needs including, but not limited to, Fortune 100 companies as well as companies with union shops.
Buck’s experience has been used to provide career counseling to University of Houston athletes entering the job market as well as military veterans entering the civilian work force. He also assists local television news media by providing expert commentary on recent HR issues in the news. He is an experienced trainer and seminar speaker on a wide variety of HR topics and has authored employment manuals on Amazon.com. He provides practical HR solutions for clients grappling with difficult employee relations matters and increasingly complex employment regulations. His passion is helping clients with HR infrastructure so that small problems do not become big problems. He has served on multiple charitable non-profit boards and his current interest is motorcycling where he enjoys spending his leisure hours tinkering on his bike. Buck is from the Pacific Northwest and earned his undergraduate degree from Oregon State University and his law degree from Lewis & Clark Law School.
Daniel Hernandez
Daniel Hernandez was raised up through the ranks of HR&P. He graduated with honors from the Texas A&M University Mays Business School with a degree in Finance. His talent for analytics and detail was quickly identified and compliments his role as Treasury Services Manager. Daniel oversees our ACH processing, reverse wires, and positive pay. Daniel ensures compliance with the ever-changing Nacha Operating Rules & Guidelines while monitoring transaction risk to ensure each payroll is processed through the banking and ACH network safely and securely. Daniel Hernandez has a dual role within HR&P also serving as financial analyst handling general ledger reconciliations and review. As a Texas A&M alumnus, Daniel is a devoted fan of “Aggie” football as well as being a big fan of the Houston Astros baseball team. Daniel keeps his body and mind fit by running and reading in his spare time.
Chad Plotkin
Chad Plotkin has over 25 years of experience in the staffing and PEO industry and has been with HR&P since its inception. Chad works with all of HR&P’s various departments (Benefits Administration, Customer Service, Marketing, Finance, Human Resources, and Payroll & Operations) and aids the executive management team in formulating and administering organization policies. He also has responsibility for managing all technology (IT) including internal network, servers and computers, website and software systems.
Chad has grown up in the employment business as his father owned a recruiting and staff leasing company in the early 90’s. Chad lived in the Seattle-area for many years and completed high school and some college there. Moving back to Texas he finished his schooling at Southwest Texas State University in San Marcos majoring in Marketing. Chad is well-known in the Houston area and works with many charities including the Houston Livestock Show and Rodeo (HLS&R), Houston Police Foundation, and The 100 Club. He also serves on the Advisory Board for the Harris Country Constable Precinct One office.
