John McKay
John McKay, Chief Operating Officer (COO), oversees the company’s daily operations and translates the CEO’s vision into actionable plans. He plays a key role in developing long-range goals and objectives while driving organizational transformation and strategic execution to achieve client-focused business results.
As the operational leader, John fosters a culture that embraces continuous improvement, prioritizes client service, conducts business with the highest ethical standards, and encourages behaviors that enable each member of the Payroll and Benefits teams to achieve personal and professional satisfaction.
In his role as COO, John takes an ownership approach and is responsible for delivering outstanding client care across all aspects of operations. His strong sense of integrity helps ensure that operational teams consistently think and act in ways that put clients first.
John is ACA certified by the National Association of Health Underwriters and is licensed by the Texas Department of Insurance. Outside of work, he is a devoted fan of the Houston Rockets and can often be found at almost every home game during basketball season. He has also been actively involved in youth ministry for more than 18 years, mentoring teenagers and teaching Bible studies.
John earned his bachelor’s degree in Marketing from Stephen F. Austin State University.
William Brewster
William Brewster is a senior leader at the pinnacle of the HR profession, uniquely credentialed as both a certified senior HR professional and a former employment law attorney. He leads HR&P’s HR Services Department, providing strategic HR management guidance and support to a diverse portfolio of clients. William brings more than 30 years of combined legal and HR leadership experience, advising organizations ranging from emerging businesses to Fortune 100 and Fortune 500 companies.
He holds a Master of Global Management from the Thunderbird School of Global Management at Arizona State University—perennially ranked No. 1 in the world for international trade by the QS International Trade Rankings, ahead of institutions such as Cambridge, Oxford, and Columbia. This global training enables William to bring a uniquely international perspective to HR strategy, organizational leadership, and regulatory compliance.
William’s expertise has also supported the broader community. He has provided career counseling for University of Houston athletes entering the job market and for military veterans transitioning into civilian careers. Local television news outlets have also called on him for expert commentary on emerging HR issues.
An experienced trainer and seminar speaker, William has delivered presentations on a wide spectrum of HR topics and has authored multiple employment-related manuals available on Amazon. He is known for providing practical, actionable HR solutions—particularly when navigating challenging employee relations issues and increasingly complex employment regulations. His passion lies in helping clients build strong HR infrastructure so that small problems never become large ones.
A native of the Pacific Northwest, William earned his undergraduate degree from Oregon State University and his law degree from Lewis & Clark Law School.
Kevin Roblyer
Kevin Roblyer, Vice President of Client Relations, has been with HR&P since its inception in 2000. He oversees the Client Relations and Implementation Teams, ensuring the coordination of customized service packages across all departments. In addition, he collaborates closely with each department to ensure timely follow-up on client inquiries and concerns, always striving to deliver an exceptional client experience.
Recognized for his commitment to customer service, Kevin consistently promotes strong client relationships, responds to concerns efficiently, and conducts regular client visits. He is guided by his philosophy: “What else can we do for the client to improve customer service?”
Outside of work, Kevin enjoys playing golf and traveling. He and his wife, Tanya, have been married for more than 30 years and enjoy spending time with their two sons, their spouses, and their grandchildren. Both of Kevin’s sons represented Pearland Little League in the Little League World Series—one in 2010 and the other in 2014—and Kevin had the special honor of coaching his youngest son through the tournament.
His oldest son, Jaron, played college baseball, graduated from Houston Baptist University, and now runs a Farmers Insurance Agency. His youngest son, Layne, played a year of college football and graduated from Texas A&M University.
Kevin earned his bachelor’s degree in Business Administration from Lamar University in 1993.
Christopher Fisher
Chris Fisher, a native Houstonian, brings more than 25 years of experience in sales leadership, marketing, and human capital management to his role as Vice President of Sales & Marketing. Chris leads a team that provides customized HR solutions to employers across the country, utilizing a consultative approach to design service strategies tailored to each client’s unique business needs. His philosophy is that effective HR support is never “one size fits all,” and he works closely with prospective clients to identify solutions that deliver meaningful operational impact.
Chris is also known for building strategic alliances with professional services groups and integrated partners, including insurance agencies and other advisory organizations, to enhance HR&P’s client offerings and overall service experience. His industry expertise is frequently called upon through guest speaking engagements at HR roundtables and symposiums.
Active in the Houston community, Chris has served as President of the St. Thomas High School Alumni Association and currently serves as Vice Chairman of the St. Thomas High School Board of Directors. He is also a founding board member of Celtic Valor, a nonprofit organization established to honor a fallen friend by providing college scholarships to military veterans attending the University of St. Thomas in Houston.
Chris earned his bachelor’s degree in marketing from Texas A&M University and remains an avid supporter of the Houston A&M Club, sponsoring networking and business events in the Houston area. Outside of work, he enjoys spending time with family and supporting his teen daughter’s endeavors.
Chad Plotkin
Chad Plotkin has more than 30 years of experience in the staffing and Professional Employer Organization (PEO) industry and has been with HR&P since its founding. As a member of the Executive Team and serving as General Manager, he provides strategic and operational oversight across all core divisions, including Benefits Administration, Customer Service, Marketing, Human Resources, Payroll, Operations, and Information Technology. He works closely with senior leadership to establish corporate strategy, drive operational performance, and execute long-term growth objectives.
Chad also leads the company’s enterprise technology strategy, overseeing IT infrastructure, cybersecurity, systems architecture, and proprietary software development to support scalability, data security, and continued innovation.
With early exposure to the workforce services industry through a family-owned recruiting and staff leasing business in the 1990s, Chad developed a foundational understanding of employment services and entrepreneurial leadership. He attended Southwest Texas State University, where he majored in Marketing, and brings a disciplined, market-focused approach to executive management.
Chad remains active in the Houston business and civic community, supporting organizations such as the Houston Livestock Show & Rodeo, the Houston Police Foundation, and The 100 Club. He also serves on the Advisory Board for the Harris County Constable Precinct One Office.
Mandy Legnon
Mandy Legnon serves as Payroll Tax Manager, leading HR&P’s Payroll Tax Department and overseeing multi-state federal, state, and local payroll tax compliance for a diverse client base. With extensive experience in payroll tax and accounting, Mandy provides leadership in managing department workflow, maintaining high standards of accuracy, and ensuring timely filings across multiple jurisdictions. Working closely with her team, she is committed to strengthening processes and supporting both internal partners and clients in navigating complex payroll tax requirements.
Mandy holds a Master of Public Administration from Louisiana State University and a Bachelor’s degree in Political Science from the University of Houston. A U.S. Navy veteran, she brings discipline, accountability, and a strong sense of service to her leadership role. She maintains a keen interest in public policy and government affairs and enjoys traveling and experiencing new cultures.
Krystal Boutwell
Krystal Boutwell, Controller, oversees HR&P’s financial operations, including accounting, audit, corporate finance, tax, and treasury. She is a graduate of Texas A&M University’s Mays Business School Professional Program in Accounting, holding a Bachelor of Business Administration in Accounting and a Master of Science in Finance.
Krystal began her career in public accounting as an auditor with Arthur Andersen LLP before transitioning to industry, serving as Assistant Controller for Ashford.com, one of the earliest online luxury goods retailers. Her career spans professional services and oil and gas exploration and production, including roles at PricewaterhouseCoopers and Davis Petroleum.
Krystal has served as Controller at HR&P for the past 10 years and brings more than 25 years of experience as a Certified Public Accountant, providing strategic financial leadership informed by deep technical expertise and broad industry experience.
Outside of work, she enjoys spending time with family staying active outdoors and traveling.
Jeff Leaumont
Jeff Leaumont serves as Client Relations Manager, playing a key role in HR&P’s Client Relations Department by building trust, confidence, and long-term partnerships with clients. With over a decade of experience managing client relationships, he provides leadership in developing and implementing client onboarding and operational procedures, ensuring a smooth and positive implementation experience.
Working closely with his team, Jeff is committed to delivering high-quality service throughout the onboarding process. He ensures clients have a clear understanding of HR&P’s capabilities and role in payroll processing, while maintaining ongoing partnerships and collaborating with internal departments to uphold the highest service standards.
A native Houstonian from the Sugar Land area, Jeff holds a bachelor’s degree from the University of Houston and continues to support the Cougars at various events throughout the year. An avid sports fan with a strong passion for mentorship, he spent more than 10 years coaching football and baseball at St. Thomas High School (2007–2017) and continues to volunteer with youth sports camps and leagues throughout Houston. In his free time, Jeff enjoys bay fishing, hunting, and spending time with family. Faith is very important to him, and he is an active member of St. John Vianney Catholic Church.
Genoveva Anderson
Genoveva Anderson is an accomplished Benefits Manager with more than 14 years of experience in benefits administration and leadership, including managing a high-performing team of over 25 Benefits Specialists. She brings a strong commitment to client service and operational excellence in leading HR&P’s largest department.
In her role, Genoveva oversees the strategic direction and daily administration of comprehensive group benefit programs, including medical, dental, vision, life, disability, flexible spending accounts, HSAs/HRAs, and 401(k) plans. Her expertise is supported by strong academic credentials—she holds an MBA in Human Resources Management and a bachelor’s degree in human resources.
Genoveva began her HR career in the U.S. Army, where she served five years as a Human Resources Specialist and achieved the rank of Sergeant. She is fully bilingual, with native fluency in Spanish.
Outside of work, Genoveva is actively involved in her community through charity runs, youth mentoring, and volunteer activities. She also enjoys traveling, working out, and spending quality time with her family.
Mary Muehlebach
Mary Muehlebach is a consummate payroll professional with more than 20 years of experience in the payroll industry, including several years in the PEO space. She is a Certified Payroll Professional (CPP) with extensive knowledge across all facets of payroll administration. Mary is also well-versed in benefits administration and understands the critical relationship between payroll and benefits management.
Mary leads her team in delivering timely, accurate payroll services while processing more than $1 billion in payroll annually. She is also instrumental in helping clients develop and obtain customized payroll reports, including the data required for annual workers’ compensation and financial audits.
Mary and her team of payroll professionals are committed to exceeding client expectations and consistently go above and beyond to ensure accurate and timely payroll processing. Coming from a family of educators, Mary has a passion for sharing her payroll expertise and serving as a trusted resource for her team.
Outside of work, Mary enjoys spending time with her family and grandchild and attending baseball and basketball games whenever possible.
An Pham
An Pham, Accounting Manager, oversees HR&P’s internal and operational accounting functions, ensuring the accuracy and integrity of the company’s general ledger. She leads the month-end and year-end close processes, delivering timely financial reporting in compliance with applicable accounting standards and internal controls. Her responsibilities include reviewing journal entries, supervising account reconciliations, supporting audits, and contributing to process improvements that enhance efficiency and accuracy.
An brings several years of progressive experience in accounting and auditing, including her tenure at Ernst & Young, where she served clients across diverse industries. Her public accounting background provides her with strong expertise in financial reporting, internal controls, and risk assessment. She holds a Bachelor of Business Administration in Accounting from the University of Houston and is currently a CPA candidate.
Known for her analytical mindset, attention to detail, and collaborative approach. An is bilingual in English and Vietnamese. Outside of work, she enjoys spending time with her family, traveling, and playing badminton.
Mike Holley
Mike Holley is HR&P’s dynamic founder and provides a strong guiding hand as President and CEO. He is no stranger to success and is well known in the Houston business community for his entrepreneurial skills, as well as for excelling in college athletics, having played on the nationally ranked University of Houston football team in the late 1980s.
Mike is not the first athlete to parlay success on the football field into success in the business arena, but he tempers his strong competitive drive with compassion and a genuine desire to help others. One example occurred during Hurricane Harvey, when Mike voluntarily offered disaster relief payments to employees who had sustained significant personal loss as a result of the storm.
His commitment to giving back to the community comes as no surprise to those who know him. Over the past 30+ years, he has worked with numerous nonprofit organizations, including Applause Children’s Theater, the H Association, the Houston Athletic Foundation, the Houston Touchdown Club, the Houston Livestock Show and Rodeo, Cougar Pride, and the Houston Alumni Association (and many more).
Mike has also mentored hundreds of teenagers and young adults over the years, including University of Houston business school students, UH athletes across multiple sports, and students at The John Cooper School, where he volunteered as the Varsity Offensive Line coach for several years.
As a strong supporter of the University of Houston, Mike has been repeatedly recognized for his business achievements through inclusion in the “Cougar 100,” which honors the most successful companies led by UH alumni.
Despite his long list of accomplishments, aside from his family, Mike is most proud of building a company that provides meaningful value to its clients while working alongside the wonderful group of individuals that he has assembled to comprise the HR&P team.
